OK hear me out. There's a book called Superforecasting where it gets into the history of prediction markets, where the NSA under Bush adlnd Obama had top people in political science, technology, and just random dudes, run a private prediction market. They viewed their job as being information gatherers doing OSINT for the government, and all stats showed they made better predictions than the CIA and NSA operatives. We can have moral arguments about this but the short and sweet is governments and people have been doing financializing war swaps since the Dutch East India company.
