The Wall Street Journal, Telegram plans to issue at least $1.5 billion in five-year bonds with an annual interest rate of 9% to buy back debt issued in 2021 and will expire next year. Investors include existing supporters, Abu Dhabi sovereign fund Mubadala, and newly joined hedge fund Citadel. Bondholders can convert shares at a discounted price when Telegram is listed in the future.

For the first time, the Pakistani government has set up a special assistant to the Prime Minister for crypto and blockchain affairs, with Bilal Bin Saqib, an adviser to the Minister of Finance and Executive Director of the Cryptographic Commission. He also serves as a consultant to World Liberty Financial, an encryption project supported by the Trump family. Bilal graduated from the London School of Politics and Economics and was awarded the MBE Medal by the King of England. In April this year, Zhao Changpeng, former CEO of Binance, also joined the Pakistan Encryption Commission as a consultant.

Cardone Capital, a real estate investment company, launched 10X Miami River Bitcoin Fund, a dual-asset fund containing 346 multi-family residential commercial real estate and values on the banks of Miami, Florida. Bitcoin worth $15 million. The fund will convert part of its monthly cash flow into bitcoin. Grant Cardone, founder and CEO of Cardone Capital, said that the company's long-term goal is to accumulate $1 billion in real estate assets and $200 million in Bitcoin reserves in hybrid funds.

The slow fog team released an analysis of the Cetus theft incident. The attacker used the overflow of the checked_shlw function to detect defects, borrowed haSUI through lightning loans, manipulated the price and exchanged huge liquidity at the cost of only one token, making a profit of about $230 million, including SUI, vSUI, USDC and other assets. The attacker linked some funds (USDC, SOL, etc.) to the EVM address through Sui Bridge and so on. And deposited $10 million in Suilend's assets, and $162 million of stolen funds have been frozen by the SUI Foundation. Cetus has fixed the vulnerability, and Slow Fog recommends that developers strictly verify the boundary conditions of mathematical functions.

U.S. President Trump used the presidential badge podium at the private dinner of the Meme coin TRUMP holder, or was suspected of violating Article 713 of Volume 18 of the United States Code. The law prohibits the use of the president's badge in a way that implies government endorsement, and violaters may be sentenced to 6 months in prison or a fine. Legal experts pointed out that the U.S. president's badge can only be used on official occasions. Previously, Obama, Biden and other successive presidents have not used the logo in private business activities. The White House has not yet replied to the media's question about the legality of the use of badges.
