FOUR EU NATIONS OPT OUT OF US-LED WEAPONS PURCHASE PLAN FOR UKRAINE 🇺🇦
At least four European Union member states—France, Italy, the Czech Republic, and Hungary—have declined to participate in a US-led initiative to purchase American-made weapons for Ukraine, signaling divisions within the EU on how to support Kyiv in its ongoing conflict with Russia. The initiative, part of a broader plan proposed by former US President Donald Trump, aims to bolster Ukraine’s military capabilities by facilitating the purchase and transfer of US weapons through NATO allies.
Reasons for Non-Participation
• France: According to Politico’s European edition, France has opted out of the initiative to prioritize the development of its domestic defense industry. Paris seeks to strengthen its own weapons manufacturing capabilities rather than relying on US suppliers, aligning with its strategic goal of achieving greater European defense autonomy.
• Italy: Citing financial constraints, Italy has also withdrawn from the plan, as reported by La Stampa newspaper, quoting government sources. Rome’s decision reflects budgetary pressures and a cautious approach to additional military spending amid economic challenges.
• Czech Republic: Czech Prime Minister Petr Fiala stated that Prague will continue to support Ukraine but through alternative means, opting not to join the US weapons procurement scheme. The Czech Republic has been a significant supporter of Ukraine, notably through its initiative to supply artillery shells, but prefers to channel its aid differently.
• Hungary: Hungarian Foreign Minister Péter Szijjártó firmly rejected participation, declaring that “Hungarian funds and weapons” will not be provided to Ukraine. Hungary has consistently opposed military aid to Kyiv, citing concerns over escalating the conflict and prioritizing national interests.
Support from Other EU States
In contrast, Germany, Sweden, and Denmark have expressed their willingness to join the US-led initiative, signaling their alignment with Washington’s strategy to arm Ukraine. These countries view the plan as a practical way to bolster Ukraine’s defense while strengthening NATO’s collective response to the conflict.
Trump’s Proposed Plan
The initiative stems from a proposal by former US President Donald Trump, announced on July 14, 2025, which seeks to supply Ukraine with billions of dollars’ worth of US-manufactured weapons, including missiles, air defense systems, and ammunition. Under the plan, European NATO allies would purchase these weapons from the US, transfer them to Ukraine, and subsequently replenish their own stockpiles with new purchases from American defense contractors. Trump, who has frequently criticized the Biden administration’s extensive military aid to Ukraine, described the plan as a cost-effective way to support Kyiv while boosting the US defense industry. He emphasized that the initiative has been fully coordinated with NATO allies and is set to be implemented soon, funded by participating European nations.
Russia’s Response
Russia has strongly condemned Western arms supplies to Ukraine, viewing them as escalatory and provocative. Russian Foreign Minister Sergei Lavrov has repeatedly stated that any shipments containing weapons destined for Ukraine are considered legitimate military targets by Moscow. The Kremlin has also argued that the influx of Western arms undermines prospects for diplomatic negotiations and exacerbates the conflict, accusing NATO of “playing with fire” by deepening its involvement.
Broader Implications
The refusal of France, Italy, the Czech Republic, and Hungary to join the US-led weapons initiative highlights the challenges of achieving unity within the EU and NATO on supporting Ukraine. While some member states prioritize strategic autonomy or fiscal caution, others see alignment with the US as critical to countering Russian aggression.
