It's infrastructure, that provides efficiency in organization. So any apps that take advantage of this. Some apps I see, are communication and organization tools, with new models compared to how todays Network Effects are distributed. Towards a model that has NEs distributed in optimization of user group productivity.

tricky in a cast One could discover, analyze, monitor, invent and optimize psychological profiles (individual and group) and resistance/susceptibility towards specific goals. i.e. expand the advertising model—make user click button, buy item—into other more complicated, long term, strategic and productive areas.

The strategic part can't be answered here to any real degree. A key part for one's own population is maximizing trust and minimizing susceptibility to psychological influence. The benefit to the network state, or any state that adopts this, is that it and it's constituents get to survive.
