Fun fact: already, 807,831,857 $STREME from buybacks and protocol fees is being streamed to stakers ... this is **in addition** to staking rewards. This amount is likely to increase significantly.

This amount represents the "not yet streamed" amount that can be considered "not in circulation". In other words, this is almost 1% of the token supply that is not sitting in wallets, that cannot currently be sold. These rewards are stream-vested to long-term supporters of the protocol (stakers).
