In the context of Texas, the Lone Star historically symbolizes independence, self-governance, and freedom from external control — it represented Texas breaking free from Mexico and later joining the Union on its own terms. Using that symbol of freedom in the context of a “lockup" — especially one for detaining people fleeing hardship or seeking a better life — is crass. So, basically right on brand for Cornyn.
