Are validators in the same cluster (eg same exchange, same user) more likely than unrelated validators to miss attestations at the same time? It’s already decentralized.. My point is why spend time on this particular item? What’s the benefit to end users? Will cost reduce? Will safety improve? Will speed increase?

centralization is a super slippery slope that you have to always carefully manage :) This system is super complex, and centralizing forces can appear in really unexpected and emergent ways. Crypto is valuable _because_ it is decentralized. You can trust it works. This helps a bit there, increasing safety longterm.
