First best time was the beginning of the project, second best time is not now necessarily. It depends heavily on what the project is actually doing. If it is about craziness, it got many crazy people already and devs are crazy, it's not the one for you. Like mindedness and other aspects gets pretty useless. Project with copied idea and such wild fantasies dissapear soon or takes your time and then disappear.
