Beigoma is Japanese babylon shell spinning top.
In the past, they were made of seashells, but over time metal ones became more common, and nowadays there are also plastic ones.

Winding the string requires a bit of technique, which is also depicted in the manga "KochiKame: Tokyo Beat Cops".
