If there was a untradable NFT membership card that you could mint via a stake of $HIGHER; and returning the membership card returned your $HIGHER minus a fee that decays over time (distributed to other card holders proportionally based on stake size). 1. What would be the minimum stake to get a membership card? 2. How would you imagine we could use such a card?
