wait i missed two mandatory stop rule for monaco

honestly not sure if it’ll make a huge difference, probably will result in strategy chaos which has made recent races better. will also probably also allow drivers to use their tyres more. 

let’s see what happens, the fact they are introducing this means they know something needs to happen to make Monaco interesting
