I cannot imagine how horrible and unusable the transit system in NYC will be if there is no cost at all to use them

Congestion pricing + free subway/bus = absolutely obliteration of all normal middle class people in NYC

Better idea: Approach iconic NYC companies/thosewho have a big presence (and ideally large profit margin) and have them fund free MTA cards for people making under ~50k for a marginal tax break
