i haven’t seen anyone hold out. it’s really just they have to sign rookie deal (can wait as a protest until the deadline to sign, but that’s it) then arbitration is when team and player submit salary numbers. if the they can’t settle, then it goes to an arbitration panel where the panel decides whether the player gets paid the teams number or the players number this all basically just leads to potential animosity and a team losing their best player(s) if they’re overly cheap which isn’t a good outcome
