just read a bit about drax, it was funded by gov and then privatized, looks like a us based company bought it too and then left with 1.87b of debt.. but the uk part survived even if UK politics are against them after brexit, lobbying so good in the EU I guess

anyway, the money is flowing from europe to them and from then to the united states, united states has nothing against extractivist mode of production, so, they must be okay with this happening
