I think its all about interest and motivation. They need to feel like they are getting something out of the content, and im not saying something like "read a book and get candy", but rather the content itself needs to be rewarding and purposeful.

Yes. I work with children who have a reading level well below their current grade. We use “high/low” books, high interest/low reading level to encourage reading. When a child is in 8th grade and their skill is below 3rd grade, there’s no way they would be caught reading a typical 3rd grade book. It needs to be about LeBron James, not the lost puppy.
