After Canada and Mexico saw Trump was unfazed by their counter tariffs they had no choice but to capitulate. Mostly political theater from their ends, as their economies are entirely dependent on USA.

Having a plan isn’t the same as actually doing, do a search to see how much your source uses the word “will” lololol. Also your source uses $ to denote the cost.

When you make future plans you normally talk about what you will be doing, yes. 

and yes, if an official Canadian website is using $ it means Canadian dollars. If it were in USD (which would make 0 sense) they'd specify

When announcing the plan they were talking about the future, so they said what they will be doing
