There is no credible evidence of the black fund CIA stuff. The issue likely is the overlap of soft power type activities with CIA priorities. Best case there is a non Republican in office in 2029 and then assistance is restored for 2030 budget. By then 14 million are estimated to die because of the absence of what is only a savings of $40 billion a year.
