I heard it somewhere a few weeks ago, and it just stuck in my head, but I don't remember the source.

Kind of the yin to the “obstacle is the way” yang.

(As you are also the obstacle)

It also works within the quantum wave vs particle concept, where the particle creates the wave via the path it takes. A deterministic universe vs an indeterministic universe. Do we have free will or not?

Everything view is tied to a subjective perspective as much as we try to create an objective one.

I see free will as the same. From my perspective i have it, from some imaginary objective perspective, i don’t.

Choices will be made whether you make it or the universe makes it. Both action and inaction are choices. Free will is mindfully forcing one over the other. In my view.

What differentiates a choice with it vs one without it?

I believe that we all have free will, but most humans don't choose to live that way. Most follow a path of probability depending on where they start. 

It's why the bell curve works so well to define human choices. Those on the extreme ends aren't special they just made choices via free will, and that has made all the difference as per Robert Frost.
