They could easily negotiate to have a 3rd country giving them 20% enriched uranium they could use in nuclear power plans. The fact that they want to be able to enrich above that level (they went to 60%) means that they want to build a nuclear bomb at some point. There is not any other known use of uranium enriched above 20%.
