It's a generic term that can include a wide-range of skill sets.
For a lot of projects, you need developers, testers, business developers, marketers, community-managers, etc etc. Lots of Web3 projects, for example, might start with one or two people fulfilling multiple roles, so calling them a developer doesn't really describe everything they do... so using the term 'builder' can be easier to include everyone at once instead of listing everyone specifically.
