Assuming it's him showing that desire to produce clothing doesn't require the Dao funding. He's saying after waiting for so long and getting nothing I did this.

Yes Jarmen nails it just want to show sad that only barrier to deliver is put the time to do it and some funded people did not even do it given the upfront incentive
