Privacy generally is a myth. The russian government is not the only culprit. You'll be surprised how many "free states" do the same thing.

We had the same issue over here in Bangladesh when we (the students of bangladesh) started a protest against the absolute fking nonsense system called quata The government turned off the internet for almost 8 days and killed almost 5000 students all over bangladesh But finally on the 5th of August the prime minister understood the real power of students when almost 500k students surrounded the Ganabhaban (government residential house) She finally lost the battle and was forced to resign and left the country.

I think the internet offering privacy is a fallacy.. Random moments when you discuss stuff in encrypted end-to-end chat and then see it all over Instagram or Pinterest. Nahhh nothing is private on here
