How likely is it that congress will pass a bill removing double taxation on overseas citizens? What incentives exist for removing this tax, and why would any American leader support it?

Yeah I feel you but how do you come up with all these different tax and people still agree to pay, in my country the government ends up taking nearly 80% of profits if you have in account social security payments for you workers it’s just unsustainable for the hard working entrepreneurs

But what is their incentive to remove it? Expats have limited representation anyways from my understanding
