This might be a dumb question but if most of the ETH gas fee is burned, why not just decrease the gas fees? Is it really just to make ETH deflationary, at the expense of the cost to use the chain? Doesnβt that disincentivize usage?

Eip1559 was not at all designed to make ETH deflationary. Itβs a congestion control mechanism. Another rationale was also to make sure that all fees are paid with ETH (and avoid offband payments). And also to make fees more predictable for wallets etc.
