The fine print (according to some stranger on the internet) says this is a regulation for big players. It doesn't target or address retail.

They're also implicitly stating here they are endorsing crypto, just not all of them, which is a foot in the door that a few years ago woulda been wild.

I will believe the EU endorsing anything other than their own digital shitcoin when I see it
