So at bottom it's just calldata on L1, but it feels more robust to me than the case where image data is just posted directly as calldata without the existence of a linked L2 where it is on-chain proper.

Ultimately yea, compressed data representing state changes on the L2 get posted as calldata to mainnet so that it could be used to reconstruct the state of the L2 if necessary.
