If they wanted to delegate to a team, they would have given the responsibility to Congress.

It is in the constitution, Congress has the power to declare war, Article I Section 8.

Commander in Chief is the role that deals with something like the Cuban Missile Crisis.

Are you familiar with the War Powers Resolution and the lack of executive branch following it ( Democrat and Republican presidents) and it never having been challenged at SCOTUS by Congress?

Commander in Chief is an individual role. Has nothing to do with Congress.

Kennedy's military advisors advocated for pre-emptive military action during the Cuban Missile Crisis. He disagreed with them.

Constitutional articles don’t work in isolation, but as a whole document. No framer intended the president to be an island.

Kennedy didn’t handle the Cuban Missile Crisis with zero consultation, either. Or did he meditate on the solution?
