Where did I mention declaration of war? Commander in Chief is the role that deals with something like the Cuban Missile Crisis. Are you familiar with the War Powers Resolution and the lack of executive branch following it ( Democrat and Republican presidents) and it never having been challenged at SCOTUS by Congress? https://www.law.cornell.edu/wex/commander_in_chief_powers if you're going to try to dunk, at least make a coherent argument

Constitutional articles don’t work in isolation, but as a whole document. No framer intended the president to be an island. Kennedy didn’t handle the Cuban Missile Crisis with zero consultation, either. Or did he meditate on the solution? My wife teaches this and her students argue better than you.
