From the stats I have seen, I think higher education is a big employer as well that is ignored. 

Having worked as a traveling physician, especially in more remote/rural areas, can validate that most patients are either former manufacturing/or descendent of manufacturing/mining sectors. But also a big industry that is not as much spoken of is higher education. 
Alongside the large hospitals, there are usually 1-2 universities even in the smallest cities. 

And in these cities and states, the two largest employers are hospitals and universities.
