I usually use a 1:1 sugar to water ratio. With hibiscus, I like a slightly smaller amount of sugar. I also add a squeeze of lemon.

For most syrups I'll use brown sugar or honey. 
Hibiscus almost requires white sugar (I add a touch of honey).

Dissolve sugar into water. 
Remove from heat. 
Add hibiscus and lemon. 
Wait at least 15 min (the longer the better, but it can get bitter). I do 30.
Strain and enjoy.
