IPFS integrated into proposal media so we can have less broken future media on historical proposals.

Agree image storage is a problem. But IPFS isn't magical - someone needs to pay to keep files pinned.

on this note, would ipfs be best or is there a world where its better to mint every image to an L2 as part of prop creation?

I don't know enough about L2 data retention. If you dive into it please teach me! Where do Zora/Base NFTs save their image data?

L2s are like L1. Onchain art is stored in contract bytecode. Non onchain is stored wherever. IPFS is nice because generally can find the media and repin even if no one else has. Filecoin maybe more robust. Arweave also an option.

Don’t know enough, but IIUC with Arweave you pay once to store forever

this might be completely undeserved but back when arweave got traction i remember it being classified as a ”VC project”? and if so i would feel better going with a project that is more aligned with nouns/public goods initiatives any second opinions on this appreciated
