Already happening. 

Apple assembles the Mac Pro in Texas.  System76 assembles its systems in Denver. There other vendors doing the same.

The challenge (outside of cost) is the lack of basic skills in the areas you want to open a factory. Hard to have skilled manufacturing jobs at scale when the basic literacy rate is < 40%.
