Most countries act based on their interests — not morality. They often say one thing (“human rights,” “democracy”) and do the opposite. The image they present is often very different from how they act globally. The moral or emotional parts, when they exist, are usually secondary, or used to make their decisions sound more noble than they actually are. The moral talk is just the packaging.
