I don't know why people are not getting this. The report clearly says there WAS violence (and SGBV) towards women, as I wrote in my cast. But it also clearly says no rape evidence was found, instead fabrication of rape evidence was found. "Ordered" is important, because it means there was no such systemic attack, unlike what Israel has been doing to Palestinian prisoners (as mentioned in the report).
