10 farmers share a field. Each know that overgrazing will kill the field.
But if they don't graze, their neighbor might graze their share!
Because there's no overarching control mechanism.
So the farmers act rationally, overgraze, kill the field, and eventually cause cows to die.
They all saw it coming, but there was no power controlling them and their neighbors.
The only way to make that 10% zero is to use collective power mechanisms.
