Can anyone PLEASE point me to documentation or explain how Pendle’s boosting works? Is it binary, either you get “max boost” or not? Or is it a sliding scale? Is the boost -> APY variable overtime? What is the function?

The baseAPY represents those fees collected via YT yields. Since all vePENDLE holders will receive this. The maxAPY is taken jf you vote for those pools that has the highest swap fees. We just take the highest volume one. You can actually see how much voter fees per pool you'd be getting in the vote page.

Let’s go with a concrete example: For LPing eETH If the UI says I need to lock up 100 $PENDLE for 3m to get maxAPY, and I only lock up 10 $PENDLE for 3m, will my APY be somewhere in between baseAPY and maxAPY? If so, how do I see this what the APY would be? And how do I see the baseAPY at all?

At this example you'll need to lock 100 Pendle as vePENDLE for 3M to max boost at 250%. Locking less still gives you a boost in proportion of your vePENDLE https://docs.pendle.finance/ProtocolMechanics/Mechanisms/vePENDLE
