How would you design a governance system that allows people to pay for the policies they want (direct bribery) but doesn't become a plutocracy (where only the rich have a voice)?

easy: politicians must not earn more than median salary in the country as soon as they earn more (or their household income is more) — they get kicked out if they are found to cheat the system, the assets get seized in favor of the government

this solves the bribery, their living standard and gives incentives to raise the overall quality of life

You can limit earnings, but you can’t limit “access” to goods, therefore it wouldn’t solve bribery. (Eg they will not own a yacht but get access to it)

interestingly enough, control over access is already implemented at least in Canada so the "can't" is actually "can" and "wouldn't" is actually "would" we simply need to punish such things or ban the politicians that do this https://www.cbc.ca/news/politics/grenier-trudeau-ethics-we-1.5645464
