One thing I've learned in recent times is that international politics isn't fair, so every president should ensure to have as much advantage as possible. Your bargaining chip is the only thing that protects you from the unfairness.
Look at Iran and Israel. One is being treated as a terrorist state, while the other is enjoying several covering and enablement from both Europe and the US. The crazy part? The one that has killed the highest number of civilians is the one enjoying covering.
