If we're talking about paying services, I would say definitely on cost. But I don't want to sound like an Oracle shill, so take it with a pinch of salt.
Compared to AWS or AZURE OR GCP the UI is much simpler, they have fewer services available,UI matters less if you are into IAC anyway Oracle cloud supports IAC too.
