My lvl 2 to lvl 3 failed twice, which is a 16 % likely hood. If you try for a third attempt, and assuming each attempt is an independent event (meaning the previous failures don't influence the next attempt), your likelihood of succeeding on the third attempt remains 60%.

numbers are different if you consider "failing 3 times in a row" or "succeeding 3 times in a row" though
