In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not). What's the policy justification for this?

In Ukraïne you can use the bus lane as well as stay in otherwise illigal places to grab the passangers, if you apply for the state license. Not all Uber/Bolt/Uklon drivers do this but all of the business class do.
