all blockhashes (for all previous blocks) should be made available

reason: blockhashes are a backbone upon which all historical state can (in theory) be accessed programmatically via a smart contract using zkps

Is this strictly defined in the EVM itself or just an implementation detail of Ethereum? Seems like the API would be unchanged if any limit were used.
