Trump doesn't create policy that improves American lives (except the upper-elites) so he creates crises to distract from the fact he is robbing the country. 

Then when he pulls back to end the manufactured crisis, he can claim that he fixed it and begin planning the next. 

ICE/LA is the latest example.

Trump said he’d stop the Ukraine war in less than a week and turn the Middle East into a war-free, conflict-free paradise with no ethnic or religious disputes—all in under a month.
I honestly thought this kind of grandstanding and self-aggrandizement was long gone in America, but I was dead wrong!
