has anyone written something on why china is fumbling their engineers so hard? or is this not even the case? and these engineers are actually not the top engineers (relative to the talent pool in china) but mid tier ones that leave for better positions in the U.S.

not sure, but recently read that many young talented native ppl are fed up w how china is running (i.e. their working / living conditions)
