one sharp outcome of funding being removed a lot of the funds in the Harvard endowment are earmarked for specific uses (eg. low-income students grants) and it's a big number, ~70% of the endowment is made up of restricted funds and then of the unrestricted, a lot of those funds are tied up in long-term investments that you wouldn't want to sell quickly so when this liquid cash dries up, it actually might force them to sell things at poor prices or do what they're doing now.. borrowing the problem with borrowing is that it might dry up future donations as donors who often actually do have altruistic motives don't just want to be giving money to pay off an interest expense

because of that, this is a bit sharper than just having some funding dry up, there's a cascading effect and.. actual hands on keyboard, cc @ted
