This weekend I took the opportunity to go to a 72-player 5-hour Open Play. 
Every Court was a challenge court. Absolutely loved this format. Intense games and made lots of new friends.

Yes. Which usually when I go, only 1-2 of the 13 courts are challenge courts. However even on the "beginner" courts it was the challenge format. 
UNLESS there were 6+ people waiting for that court, then all came off.

Oh interesting, my club always does this. So normally everyone comes off every time?

Typically yes. It does depend on the size of the Open Play. However 90% of the time it's everyone comes off.
I've seen some weird "stay on for 2 games and then leave". or round robin formats when there are less people than usual. But usually Open Play is a bit overbooked.
