Not surprising at all. Have been saying this for years at my work places. Would love to hear @0x-omen.eth take on this as well. But the protocols for organ donation have become very aggressive from all parties involved to where the patient (or even their family) sometimes isn’t given that chance.

I've not had concerns in my region about overly-aggressive procurement. I'm frustrated with the process for other reasons. I get scolded if we don't notify the organ donation org within 1-2 hours of planned withdrawal of care or "expected death" (whatever that means when my documentation is reviewed). But I also get scolded if I mention procurement to family. Family often wants to be present when their loved one dies, it's heart-wrenching to draw it out, even if it's for a great goal like organ donation. Very often family gets upset with the extra wait of contacting and working with the procurement group. I think they worry the person will rally enough to be considered alive but only just enough to be a 'vegetable'. Plus prolonging the anguish of the finality of death.
