Do passenger trains go up and down hills or do they stay on flat ground and go through tunnels instead of up and over hill or mountains? When railroads were being built in North America, flat routes were preferred for obvious reasons. The New York Central RR mainline was known as the Water Level Route. However, flat routes weren’t always possible. A competing line already had the flatter route or the railroad was trying to link cities/towns in hilly terrain.
