Why are the Colombian and Mexican cartels able to smuggle drugs in the United States of America, but not in Russia?
Why do you think so? There's cocaine from Colombia here. But it is expensive and more than half diluted with locally prepared mephedrone. Mephedrone and cocaine do not differ much in appearance, so cheap mephedrone is sold as cocaine to very rich people.
