II. What privacy needs to mean on Base
Not secrecy. Control of revelation.
1. Confidential inputs. What a user signs need not be plaintext to everyone.
2. Verifiable outcomes. Chain participants must check state transitions with strong proofs.
3. Accountable access. Auditors and counterparties should see exactly what they are entitled to, no more.
4. Recourse. The system must support fraud proofs, dispute resolution, and key rotation for recovery.
