Yes and No.
Both have good and bad parts.
It would be interesting to devise some kind of ideal mashup of models.
That said, some governments are very efficient eg Singapore.
Generally, politics get in the way of efficiency if that’s the goal. Sometimes consensus is more important.
But it’s a good observation.
